Let's say that for all intents and purposes, the military is run by a few well-connected, selfish people. These people refuse to give up their profit-motivated world view, so they allow the entire army to slowly starve and die because of their policies. They continue to remain in office, because the country will not have a military to run if they do not serve, and the government will never change without a crisis or a war.
