This photo was a subtile threat, to former US President Ronald Reagan that Mr. Escobar personally mailed to him at the White House. The reason? Pres. Reagan had published photos in a televised speech of Mr. Escobar on Sep 14, 1986 thanks to the work of the informant Barry Seal. Barry had been assassinated prior by the cartel as it was uncovered.

Note the US flag on Pablo's sleeve, a special flag pin that Pres. Reagan had handed out during his election campaign and for Pablo to pose with an American shotgun is unprecedented.
