Hangure are anonymous groups that cannot be caught by law enforcement agencies and cannot be brought to justice. The old generation of Yakuza era is gradually coming to an end, being replaced by Hangure. This cycle is reminiscent of sakura blossoms. This changing and morphing process into something new is present in every culture.
